Context:

Under the overall guidance of the Senior Regional Resource Management Officer (SRRMO) and the direct supervision of the EU Compliance Officer (Finance, Contracts, Audit), the successful candidate will work in the EU Financial Liaison and Regional Resource Management Division to provide technical support to the Regional Office in Brussels as well as other IOM Offices in ensuring compliance with EU donor financial and reporting requirements.

Core Functions / Responsibilities:

  • Support the EU Compliance Officer (Finance, Contracts, Audit) in the EU liaison function on EC financial and reporting related aspects.
  • In coordination and with the support of the EU Compliance Officer (Finance, Contracts, Audit), provide technical assistance and guidance to relevant IOM offices ensuring that IOM rules and procedures are applied consistently while also adhering to the EU funding relevant financial requirements during project development, implementation and reporting.
  • Ensure EU financial compliance checks of budgets and financial reports to be submitted to the donor.
  • Coordinate with the relevant Units at Headquarters and IOM Administrative Centres the EU financial and reporting compliance related matters, as and when required.
  • Assist the EU Compliance Officer in ensuring that regular and timely reporting for EU funded projects is observed by the missions worldwide.
  • Ensure effective and timely compliance check of all budgets and financial reports submitted to EC centrally and provide compliance review in case of EU decentralized projects, when required in strict coordination with the involved Country Offices, Regional Offices and IOM central services as applicable. Review requests for payment to be submitted to EU institutions and coordinate the authorization according to the rules and procedures.
  • Monitor budget versus actual financial data in relation to assigned EU funded projects centrally signed and alert relevant missions on unusual trends observed for possible early corrective actions.
  • Support the EU Compliance Officer in external verification/ audit exercises announced by the EU Institutions by assisting in the provision of information, revision of documentation and drafting of audit responses, as and when required.
  • Participate in official meetings and discussions on EU funding related financial and reporting matters.
  • Provide trainings to financial and administrative staff on EU financial and reporting related rules, regulations and best practices and contribute to the development of internal guidelines and training materials. 
  • Undertake duty travels related to training sessions and project funded monitoring visits as required.
  • Contribute to the payroll projectization of RO Brussels and ensure that salaries of EU projectized staff members are correctly allocated to projects and consistent with IOM's rules and procedures.
  • Provide supervisors with recommendations to enhance the quality of EU funded projects budget and financial reporting functions.
  • Perform other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Finance, Accounting, Business Administration, or a related field from an accredited institution;

OR

  • Bachelor degree in the above fields with minimum 4 years of relevant professional experience in the above-mentioned fields;
  • Professional Certification as Chartered Accountant or Certified Public Accountant is an advantage.   

Experience

  • Minimum 2 years of relevant proven working experience in business administration, accounting, financial reporting and budget tracking;
  • Experience with EU funding instruments, financial management and reporting is a requirement;
  • Excellent written and oral communication skills in English, including the ability to identify and express clearly key messages, adapting style to the intended audience;
  • High level of computer literacy, in particular in Excel and computerized accounting systems. Knowledge of SAP is an advantage;
  • Familiarity with International Accounting Standards (IAS) is an asset;
  • Ability to review a variety of data, identify and adjust data discrepancies;

Languages

Fluency in English is required, good working knowledge of French is an advantage.

Other:

  • The appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.
